Steve Thorlakson first stepped into public service in 1986 as an Alderman, later being elected Mayor in 1990 — a position he would go on to hold for 15 years.

Throughout his time in office, he helped steer Fort St. John through a crucial period of financial change, laying the foundation for the dynamic and welcoming city residents know today.

During a challenging financial chapter in the city’s history, Steve Thorlakson recognized the imbalance facing northern communities which were vital to industry yet often overlooked when it came to support.

His determined advocacy played a central role in the creation of what became known as the Fair Share Agreement, now referred to as the Peace River Agreement.

The landmark agreement between the Province and local governments brought long-term, reliable funding to the region — helping Fort St. John invest in vital infrastructure, recreational amenities, and core public services. The benefits of that agreement are still being felt today.

“Steve’s leadership laid the foundation for our city’s long-term success,” said Mayor Lilia Hansen. “Because of his dedication, Fort St. John gained the financial stability to invest in roads, parks, facilities, and our overall quality of life. His impact touches every corner of our community and will be felt for generations.”

The City of Fort St. John reserves its most prestigious recognition ‘the Freedom of the City’ for truly exceptional individuals or military units. This rare honour is awarded to those who have made an extraordinary impact on the community. It is only granted through a unanimous decision by City Council, underscoring the deep respect and gratitude held for each recipient.
